IN 2002, the United States was facing one of the largest power shortages in recent history. Clearly affecting
the State of California first, it was expected that most of the states across the US were potentially facing the
same problem. The power shortage problem in California was quickly becoming a national concern. This
case study describes how several vendors, including Westlake Software, Inc., teamed together to provide a
wireless monitoring and notification system for California to help prevent power outages. This program
saved the state more than $1,000,000,000 and help aggregate power to over 1,000,000 homes many times.
The combination of software, wireless service, devices, and the cooperation of several hundred of the largest
